Tip of penis is red and puffy

I'm 15 and one morning I woke up and the tip of my penis was red and puffy. The next day it was almost gone then the day after that it was back to normal.
Then about a week later it happens again.
Then I realized that the day before each time it happened, I was swimming in my pool.
But it has never happened before until three weeks ago!!?
Is it an allergic reaction to a new chemical we put in the pool or what????

My brother gets itchy and red after swimming, not because he is allergic to chlorine, but because the chlorine levels irritate his skin. Perhaps one of the chemicals is just irritating your skin.
